Third-class mail will now be called Standard Mail and will
include fourth-class mail. Standard Mail has a new subclass
for mail sorted to carrier routes called Enhanced Carrier
Route. Enhanced Carrier Route breaks down to four categories:
- Saturation
- High Density
- Basic Automation
- Basic
