For automation mailings the minimum tray count increases from 10 to 150. This means that some smaller mailings will no longer qualify for reduced rates. Add this to the postal rate changes and it looks like rates for small mailings will stay about the same while large mailers will (for automation compatible mailings) see rates decline.
